Municipalities were running vehicular enforcement and environmental enforcement as separate processes, with separate evidence trails and separate systems. Every case that got challenged meant reconstructing what happened from records that were never designed to be read together.
Enforcement is adversarial by nature — notices get appealed. Anything the system produces has to be defensible months later, which rules out tooling that records an outcome without recording how it was reached.
We built a single platform that manages both offence types through one case lifecycle, from detection through to notice issue and escalation.
Vehicles are identified by Vehicle Registration Mark, so a case is anchored to a verifiable identifier rather than an operator's note. Data is processed in real time, which lets officers act on a violation while it is still actionable and lets supervisors allocate resources against what is actually happening in the field.
- Dual enforcement Vehicular and environmental offences handled in one case model rather than two disconnected systems.
- VRM identification Vehicle Registration Mark lookup anchors every case to a verifiable identifier.
- Real-time processing Violations surface immediately, so enforcement and resourcing decisions are made against live data.
- Operator-first interface Built for staff working through case volume all day, not for an occasional administrator.
A scalable, modular framework: an Angular frontend that works from desktop down to mobile, a server-side backend handling data processing and business rules, and integration points that let the system sit alongside the authority's existing tooling rather than replacing it wholesale.
The system is in active use by numerous clients across the United States, processing civil enforcement for both parking violations and environmental offences.
Because the enforcement rules and the evidence trail live in the same platform, authorities can answer a challenge from the record itself rather than reconstructing it.
